Taking up a suo motu (court on its own motion) case, a Division Bench asked the state government to provide the call details of the IG, SP , DSP SHO and other police , officers present in Murthal area. Justice AK Mittal and Justice Amit Rawal made it clear that the call details from February 19 to 22, 2016, were required to be furnished. The Bench also called for the statements of all 573 witnesses recorded under Section 161 of the Code of Criminal Procedure by the Haryana Police during the course of its investigations after the High Court took cognisance of reports carried in these columns on the rape in the fields of Murthal. The orders came after amicus curiae (friend of the court) Anupam Gupta submitted that he was not in a position to ascertain whether the investigation was proceeding in the right direction, in the absence of statements of the witnesses and other related record. Seeking directions to the state to provide case-related details, Gupta referred to Supreme Court judgments on providing amicus curiae access to documents pertaining to investigation of cases. Restating the demand for a CBI probe, Gupta submitted that investigation by the premier agency was the only hope for unveiling the truth behind the rape. Gupta reiterated that information available with him suggested that the dhaba owner, Amrik Singh, knew the truth. “After that several senior cops magically appeared at the dhaba and escorted all women up to Delhi border. Something had happened at Murthal. Amrik Singh’s dhaba was not ransacked by the protesters because he had paid protection money. The call details of the cops present at his dhaba on that day could be helpful in this case,” Gupta added. Asking for the copies of statements of all 573 witnesses, Gupta said the probe by the special investigation team was an attempt to push the truth under the carpet of secrecy. The case will now come up on November 22. Gupta, on the previous date of hearing, had claimed that nine rapes took place at Murthal during the reservation stir in February last year. Refusing to shut its eyes to the “rape”, the High Court had earlier made it clear that the Bench might consider handing over the probe to the CBI if the special investigation team failed to come out with anything substantive. /thetribunechd Rahul promises ‘special treatment’ for Kangra Modi-Karunameet sparks speculation BJP warming up to Cong ally DMK? Vibha Sharma Tribune News Service LOOKING UP: Congress VP Rahul Gandhi, HP CM Virbhadra Singh and party candidate Asha Kumari in Chamba on Monday. TRIBUNE PHOTO Lalit Mohan, Ambika Sharma & BK Prashar Tribune News Service Shimla, November 6 Lauding Himachal’s model of development, Congress vice-president Rahul Gandhi today hit back at Prime Minister Narendra Modi over his charge of “rampant corruption” in the state, quoting a NITI Aayog report stating the graft level in the hill state was way below that in other states. “Himachal fares far better than the BJP-ruled Gujarat on development parameters,” he said, citing the report. Rahul, who addressed three rallies at Paonta Sahib, Where are the jobs, he asks Modi Says HP model better than Gujarat’s Chamba and Nagrota Bagwan on his maiden visit to the poll-bound state, questioned the PM on corruption and his silence on the “abnormal rise” in the turnover of Amit Shah’s son Jay’s company. Accusing the BJP of doublespeak, he said the party had not initiated action on corruption charges against its leaders in Madhya Pradesh and in Himachal where the former CM (read PK Dhumal) had “embez- zled” precious government land for a cricket ground and his son was removed as president of the Board of Cricket Control in India. In a bid to woo voters of Kangra (it has 15 Assembly segments), he promised the district would be accorded “special treatment,” if the Congress was voted back to power. There has been a demand for a deputy CM from this area to strike a “regional balance”. Significantly, Kangra district with the maximum number of Assembly seats will have a key role in the poll outcome. Rahul claimed while the Congress (read Virbhadra) believed in karma, the Prime Minister believed in claiming credit for work done by others. The remark struck a chord with the audience which responded with an applause. He said the Congress government headed by Virbhadra had provided 70,000 jobs to the youth whereas during his stint as Gujarat CM, Modi could provide jobs to barely 10,000. Pointing out that in terms of development, Himachal continued on page 7 New Delhi, November 6 Prime Minister Narendra Modi’s meeting with top DMK leaders in Chennai today sparked off speculation on political dynamics and configurations in Tamil Nadu, where a strife-torn but “BJPfriendly”AIADMK is in power. Even as leaders of both parties called the Prime Minister’s meeting with nonagenarian DMK chief M Karunanidhi a “courtesy” call, it triggered speculation on the state’s political future. Many saw the BJP’s warming up to a Congress ally (the DMK) an open acknowledgment of the strengthening of Karunanidhi-led party and the weakening of its rival, the deeply divided AIADMK post J Jayalalithaa, in the southern state. Observers say it is a clear indication that in the 2019 Lok Sabha elections, the 2014 top performer AIADMK will be forced to take a back seat. Despite its best efforts, the BJP has been unable to get the AIADMK juggernaut together and is keeping all options open with the General Election on mind. “I don’t think there is any harm in being friendly with everyone, like we are in Andhra Pradesh with N Chandrababu Naidu (TDP) and Jaganmohan Reddy (YSR Congress),” said a BJP leader. The PM was received by senior DMK leaders MK Stalin and MK Kanimozhi at the Chennai home of their father PM Narendra Modi with DMK chief M Karunanidhi and his son MK Stalin in Chennai. PTI With 2019 LS polls on mind, BJP seems to have kept its options open in crucial Tamil Nadu who recently made his first public appearance after a long illness. The PM was in Chennai to attend some functions. The DMK is a Congress ally and has been part of the Opposition alliance that has regularly taken on the BJP . The observers say the BJP “misread” Tamil Nadu politics that has for long been dominated by the AIADMK and DMK. With its overpowering “Hindutva and authoritative bearing,” the party continues to be seen as an “outsider,” they argue. 714 Indians in global tax evasion scam Nirmala’s Arunachal visit may Union Minister Jayant, BJP MP, Pilot, PC’s son, Bachchan on list Sukhpal Singh Khaira HC stays NBW against Khaira Chandigarh, November 6 Staying the execution of nonbailable warrants (NBW) issued against Leader of the Opposition in the Punjab Vidhan Sabha Sukhpal Singh Khaira in a drugs case, the Punjab and Haryana High Court today put the State of Punjab on notice. The order by Justice AB Chaudhari came about a week after Fazilka Additional Sessions Judge summoned Khaira to face trial as an additional accused in the case. The matter has been posted for November 9 for final arguments. Dubbing it as a “classic instance of political vendetta”, Khaira had moved the High Court, claiming that attempts were being made to implicate him as an accused with the sole purpose of tarnishing his reputation. Khaira was summoned as an additional accused in an FIR dated March 5, 2015, registered with the Sadar police station, Jalalabad. Describing himself as a “fearless politician and crusader against various evils,” Khaira said he had persistently raised his voice against the drug and mining mafia in the state. Seeking the setting aside of the impugned order dated October 31, he said it was passed by the court after the trial of the accused stood culminated with the passing of the conviction and sentence order. — TNS hurt peace, says rattled China and 19 tax havens across the world, according to a daily that was part of the International Consortium of Investigative Journalists (ICIJ) involved in the expose. “Interestingly, it is an Indian company, Sun Group, founded by Nand Lal Khemka, that figures as Appleby’s second-largest client internationally, with 118 different offshore entities,” it said. She also tweeted pictures of her visit, including her meeting with Army officers. “As to Indian Defence Minister’s visit to Arunachal Pradesh, you must be very clear about China’s position,” Chinese Foreign Ministry spokesperson Hua Chunying told a media briefing. “There is a dispute on the eastern section of the ChinaIndia boundary. So this visit by the Indian side to the disputed area is not conducive to the peace and tranquillity of “Maharaja”.
