Three persons were killed and several others injured in the attack. The arrested youth was identified as Bikramjit Singh, owner of 7.5 acres at Dhariwal village, near Raja Sansi, in Amritsar. He was riding the motorcycle when the accused fled the crime spot after the incident, it was claimed. The pillion rider was identified as Avtar Singh Khalsa (32) of Chak Mishri Khan village in Amritsar. Chief Minister Capt Amarinder Singh said Khalistan Liberation Force was behind the attack and the arrested youth was lured with money to carry out the attack. The second accused would also be arrested soon, he claimed. Bikramjit was arrested from Loharka village in the morning. The Governor passed an order dissolving the Assembly in exercise of the powers conferred upon him under Section 53 of the Constitution of Jammu and Kashmir. The dissolution followed rival alliances — led by Peoples Democratic Party (PDP) and Sajjad Lone-led Peoples Conference — staking claim to government formation. Chandigarh, November 21 In gross violation of rules, the Punjab Government has facilitated a “VIP paediatrician” to perform clerical work in Mohali instead of her routine duties, including emergency service, at her original place of posting in Patiala. An order issued by the Director, Medical Education and Research, says the paediatrician, Dr Bhavna Sobat, has been asked to serve as a nodal officer in the Provident Fund section of the Directorate of Medical Education and Research, Mohali. She is the wife of 2006batch IAS officer Abhinav Trikha, posted as Special Secretary (Finance), Punjab. He refused to comment, saying he had nothing to do with the posting. The order says Dr Sobat — posted as Senior Resident in the Paediatrics Department of Government Medical College, Patiala — will work at the directorate on the first four days of a week and at the college on the next two days. According to rules governing Senior Residents, a doctor who already holds a postgraduate degree requires to carry out clinical work, including emergency duty, indoor and outdoor patient care. Besides, the doctor has to get involved in clinical teaching of MBBS students. Officials at the hospital alleged Dr Sobat had been irregular at work even in the past. Confirming this, Dr Jasbir Singh, Head of Department of Paediatrics, said, “Our clinical work has been suffering due to shortage of doctors. The Karkardooma court on April 30, 2013, acquitted Sajjan Kumar, awarded three- year jail for rioting to Krishan Khokar and Mahendra Yadav and gave life sentences to Balwan Khokar, Capt Bhagmal and Girdhari Lal. The CBI appealed in the HC, which has fixed November 22 as the last date for submission of written arguments. The judgment will come any day after that. As Kamna Vohra, lawyer for Jagdish Kaur, says, “This is a crucial case. No senior Congress leader has yet been convicted or punished for the Sikh genocide. We know 3,000 persons were killed in three days, but it seems no one killed them.”
