In a major embarrassment for the state, the Bench also declared the Haryana State Employment of Local Candidates Act, 2020, ultra vires the Constitution of India before making it clear it was “ineffective from the date it came into force”. In its 83-page judgment, the Bench of Justice Gurmeet Singh Sandhawalia and Justice Harpreet Kaur Jeewan was of the opinion that the state overstepped its authority by legislating on private employment. It was beyond the state’s purview to legislate on the issue and restrict the private employer from recruiting people from the open market for the category of employees receiving less than Rs 30,000 per month. Current regulations around the AI, however, remain inadequate with no standalone AI regulation law in place. Under the existing Information Technology Act, Section 66 D deals with punishment for cheating by impersonating someone using a computer resource. It says anyone found guilty of impersonation using communication devices or resources may face imprisonment for up to three years and a fine of up to Rs 1 lakh. Tribune News Service Chandigarh, November 17 With several private builders defaulting on the payment of government dues to the tune of over Rs 700 crore, the Punjab Department of Housing and Urban Development has written to the Revenue Department to stop registration of properties in respective townships. The maximum defaulters are said to be in projects approved by the Greater Mohali Area Development Authority (GMADA). The payments are on account of charges for external development, change of land use and licence fee, said an official. He said the action was being taken on a case-to-case basis as cheques deposited by certain builders to clear pending dues had been dishonoured. In several cases, the housing department has also withdrawn the facility of rescheduling of dues and instalments that was available to realtors. At least 40 such cases are under scrutiny.
