The counting will be held on October 4. Haryana and J&K have 90 Assembly seats each. This will be the first election to the J&K Assembly in a decade and also the first since the Centre abrogated Article 370 of the Constitution and bifurcated the erstwhile state into UTs of J&K and Ladakh on August 5, 2019. The 2014 J&K Assembly poll had returned a hung verdict with the BJP winning 25 seats, PDP 28, Congress 12, and J&K National Conference 15 in a House of 87 at the time. Since June 20, 2018, J&K has seen spells of Governor and President’s rule and has been without a Legislative Assembly. Chief Justice TS Sivagnanam, heading a Division Bench, expressed disbelief that the police intelligence lacked information about the assembly of 7,000 people at the hospital in the early hours of Thursday, as reported by IMA: Non-emergency services across states to remain shut today the state’s lawyer. According to the National Crime Records Bureau, Pun- jab recorded 25 Unlawful Activities (Prevention) Act (UAPA) cases in 2022, up from 14 in 2021, marking a 78 per cent increase. The statistics place Punjab ahead of other states like Haryana (11 cases in 2022) and Tamil Nadu (four), but behind Jammu & Kashmir (371) and Manipur (167). Punjab’s increase is part of a broader national trend as UAPA cases across India rose from 796 in 2020 to 1,005 in 2022.
