In the manifesto, the BJP promised a grant of Rs 18,000 per annum to the eldest woman in each household under the ‘Maa Samman Yojana’. In neighbouring Himachal, the Congress government has rolled out a similar scheme that provides Rs 1,500 per month grant to all women aged 18 and above. The rocket, which fell on the compound of former CM Mairembam Koireng’s residence, seemed to be an improvised one. It was the second rocket to be fired in the district on Friday. “The elderly man was preparing for some religious rituals in the compound when the bomb exploded. A Bench of Justice Sanjiv Khanna and Justice Sanjay Kumar noted that Singal had been in jail for 16 months and the trial was not likely to be over soon.
