The applicant had sought information under the Right to Information (RTI) Act regarding outstanding watersewer charges in all four civic zones — A, B, C and D for the past five years. However, the corporation has so far provided details only for Zone D. According to the information furnished by the civic body, as many as 56,681 consumers in Zone D were listed as defaulters as of June 2. The total outstanding amount pending against these consumers stands at Rs 87.44 crore. The police maintained that the minor boy, residing with his mother in the forest area of Katana Sahib in Katana, went missing on May 6. The matter was reported by locals to the police, which registered a case under Section 103 of the BNS against the unidentified suspect. The police team followed the trail of victim’s belongings and with the assistance of residents, recovered the unclothed body of the boy from the village pond and his bloodstained clothes from near the water body. Preliminary information suggested Ludhiana, June 8 The District Consumer Disputes Redressal Commission, Ludhiana, has directed the Indian Railways to refund Rs 5 to a passenger and pay him Rs 10,000 as compensation and litigation costs after finding deficiency in service and unfair trade practice in the deduction of a portion of the ticket refund amount. The order was passed by the commission comprising president Sanjeev Batra and member Monika Bhagat while deciding a consumer complaint filed by Premjit Singh, a local resident, against the Station Master, Ludhiana, and the Divisional Railway Manager, Ferozepur Cantt. According to the com- plaint, Premjit Singh had booked two railway tickets on February 28, 2023, for travelling from Hisar to Ludhiana on March 3, 2023, for himself and his father. He paid Rs 330 through his SBI debit card. Owing to an urgent reason, he cancelled the tickets before the journey and was informed that after deduction of cancellation charges of Rs 240, he would receive a refund of Rs 90. However, only Rs 85 was credited to his bank account. The complainant alleged that despite repeated enquiries at the railway station and on the railway helpline, he was not given any satisfactory explanation regarding the Rs 5 deduction. Claiming mental harassment and deficiency in service, he approached the District Consumer Disputes Redressal Commission, seeking refund of the deducted amount along with compensation. The railway authorities contested the complaint and argued that the amount had not been deducted by the Railways but by the complainant’s bank, State Bank of India (SBI). The Railways further claimed that the SBI was a necessary party to the proceedings and that there was no deficiency in service on their part. During the proceedings, however, an RTI reply furnished by the SBI revealed that the bank had credited only Rs 85 as received from the Railway Department and it had not deducted any charge from the refund amount. The railways later relied upon a Railway Board notification issued in January 2017, providing for a refund processing fee of Rs 5 for transactions up to Rs 1,000. After examining the evidence, the commission observed that the cancelled ticket did not contain any reference to such a refund fee. It further noted that the Railways failed to establish that information regarding the refund charge had been prominently displayed at ticket counters, despite the notification itself requiring such disclosure. The commission also remarked that no reason for the deduction was communicated to the c m y b foul play but it was too early to arrive at a conclusion. SHO, Doraha, Akash Dutt, said the case was challenging as there was no CCTV footage or digital evidence from the crime scene. “The breakthrough came when we found a video clip showing a man near the area around the time of the crime. It was on the basis of that, we nabbed Mani,” the SHO said. National-level judo player injured in robbery attempt, misses c’ship Missing youth found dead in Threeke village Ludhiana, June 8 A 17-year-old national-level judo player sustained injuries after being allegedly attacked by a group of robbers who attempted to take away his motorcycle near Guru Nanak Stadium on Basant Singh Khalsa Road late on Saturday night. The victim, Aman, a Class XII student of Sekhewal School and a judo player, suffered a fracture in one of his fingers during the incident. The injury forced him to miss a national judo championship scheduled to begin in Chandigarh on Monday. According to the complaint lodged with the police, Aman was on his way to the Dayanand Medical College and Hospital (DMCH) along with his friend Sehbaz Singh after the latter complained of severe stomach pain. Failure to comply would attract a penalty of Rs 200 per day till the payment is made. The commission observed that even a small monetary deduction cannot be justified when consumers are not properly informed about charges being imposed upon them. The complainant alleged that the youths confronted him and accused him of contacting their sister through mobile messages. When Aman denied the allegation, an argument ensued. The situation soon escalated and the two youths allegedly tried to take away his motorcycle. The police said as Aman resisted their move, two more persons joined them and allegedly attacked him with sharp weapons. The assailants later fled the scene with the motorcycle. During the commotion, Aman’s friend managed to escape and seek help. The entire incident was reportedly captured on CCTV cameras installed in the area. After receiving information, officials from Division No 8 police station reached the scene and initiated a probe. The police have registered an FIR against unidentified persons under the Bharatiya Nyaya Sanhita pertaining to robbery, causing hurt and common intention. Investigating officer head constable Ashish Kumar said efforts were underway to identify and arrest the suspects with the help of the CCTV footage and other evidence collected from the area. While the police continue their probe, the incident has left the young sportsperson disappointed as he was unable to participate in a prestigious national competition. Aman said months of preparation went in vain after the injury prevented him from representing his state at the championship. — TNS Three held for robbery; cash, jewellery seized Tribune News Service Ludhiana, June 8 The Shimlapuri police have solved a robbery case with the arrest of three suspects and recovery of cash, jewellery and vehicles allegedly used in the crime. The operation was supervised by DCP (Investigation) Jaskiranjit Singh Teja, ADCP (Zone-2) Karanveer Singh and ACP (Industrial Area-B) Anubhav Jain. According to the police, a case under relevant sections of the BNS and the Arms Act was registered at the Shimlapuri police station on May 22 in connection with a dacoity incident. During the investigation, the police identified and arrested Harvinder Singh, Sardool Singh and Gurjit Singh. They were taken into custody on June 4. The police said a .32-bore pistol, allegedly snatched during the crime, was recovered from them. Besides, an Hyundai i20 car and a scooter, which were allegedly used in the crime, were also seized. The police further recovered silver jewellery and other valuables, weighing around 530 gm, along with cash amounting to ?3 lakh. Officials said the recovered property was believed to be linked to the robbery case under investigation. Police officials termed the arrests a significant breakthrough in the case and said the recovery of the looted property would help strengthen the probe. The suspects have been produced before a court and further investigation was underway. — TNS Ludhiana, June 8 A 22-year-old youth who went missing on Sunday was found dead under mysterious circumstances in a vacant plot at Threeke village on Monday. The deceased has been identified as Karan, a resident of Threeke. He was employed as a salesman at a shoe store in a shopping mall in the city. He was staying with his aunt. According to victim’s family members, Karan had left his house on Sunday after informing them that he was going to approach the police regarding the loss of his mobile phone. However, he did not return home. They searched for him at various places but were unable to trace his whereabouts. On Monday morning, residents spotted a body lying in a vacant plot in the village and informed the police. Following which, a team from the Sadar police station reached the scene and began investigation. The police officials said no visible injury mark was found on the body during the preliminary examination. The body was shifted to the Civil Hospital for a post-mortem examination to ascertain the exact cause of death. Inspector Jagdev Singh, SHO of the Sadar police station, said initial inquiries revealed that the victim had reportedly consumed alcohol before his death. However, police officials maintained that the exact circumstances leading to the incident would become clear only after the arrival of the autopsy report. The SHO said preliminary probe suggested Karan had lost his mobile a couple of days ago. However, no formal complaint regarding the same was received by the police. Family members said they were shocked by the sudden death of the youth and demanded that all aspects of the case be thoroughly investigated.
