An affidavit was filed in the NGT on August 19 that about 1,700 tonnes of legacy waste was cleared and at two points approximately 900 tonnes of legacy waste was yet to be cleared. Learned counsel appearing for the Respondent No 4 submitted that as on Wednesday, there was about 800 tonnes of legacy waste, which was lying on the mandi premises and had to be cleared from the market. The Punjab Pollution Control Board (PPCB) had also submitted its affidavit to the NGT where they mentioned that the site of the wholesale Sabzi Mandi located on Bahadurke Road, Ludhiana, Waste lies scattered at the new Sabzi Mandi on Bahadurke Road in Ludhiana. HIMANSHU MAHAJAN was visited by an official of the Punjab Pollution Control Board on July 17 along with Subash Kumar, Deputy District Mandi Officer, and Rumail Singh, Secretary, Market Committee. They found huge amount of legacy waste and fresh municipal solid waste, having approximately quantity of 15,000 MT, dumped at the dumping site on the mandi premises. In the report, it was mentioned that the MC, Ludhiana, has made mandi prem- ises as secondary waste collection point to collect the municipal solid waste of nearby areas. As informed by MC employees present at the site, 40-45 garbage vehicles are dumping waste at the point. The corporation has also constructed/installed 8 number static compactors at site for compaction of solid waste and the same were in operational condition. This waste through compactors/ packed con- tainers is further shifted by the civic body to the Tajpur Road MC dumping site. But, in spite of the operational compactors, still huge amount of fresh waste is dumped at the site. The Mandi Board has removed some legacy waste from some locations of the mandi premises but the same has been shifted to the dump site available on the market premises. Hence, no in-situ management has been done at the site by the board. The board has not made any arrangement for in-situ management/ composting of its daily organic waste till date and mixed waste is lying at the site. Some fruit/vegetable waste was also found dumped along some roads inside the mandi. No burning of solid waste was observed at the site during visit. Densely populated residential houses are situated adjoining the dumping site of the Mandi Board. Domestic hazardous waste such as sanitary pads and diapers were also found dumped at the site. The NGT mentioned in the orders that report of the PPCB revealed that the legacy waste is lying on the mandi premises and no proper in-situ management/composting of daily generated waste has been made till now. Though the MC has been impleaded as Respondent No 3, it failed to appear in the matter. Hence, the NGT directed the Chief Executive Officer of the corporation to appear virtually on the next date of hearing and assist the Tribunal on November 17. Elderly woman attacked by daughters, Health official reviews son-in-law over property dispute flood preparedness Tribune News Service Ludhiana, August 27 A woman was attacked by her two daughters and husband of one of the daughters over a land dispute at Sidhwan Bet here. Though the incident occurred on August 24, the police registered a case against the suspects on Tuesday night. The suspects were identified as complainant’s daughters Jasdeep Kaur and Gurmeetpal Kaur and Gurmeetpal’s husband Daljit Singh and Beant Singh, a resident of Swaddi Kalan. The complainant, Gurdev Kaur (65), said her eldest daughter was Gurmeetpal Kaur, who was married to Daljit Singh, a resident of Virk village, and Jasdeep Kaur was her younger daughter, who was also staying in the village. She said her husband passed away about 20 years ago. While he was alive, her husband had given 16 acres to his children. He had also bequeathed through a will 3.5 acres of land, a house and bank balance to her during his lifetime. “However, my daughters took possession of my share of the land as well, for which I filed a case in a Jagraon court about two years ago. Hearings in the case are going on in the court,” the complainant said. She revealed that 1.5 acres of her share of land in Swaddi Kalan village is lying vacant. On August 24, she was informed by someone that both her daughters and my son-in-law had come with two tractors to plow her land. She took Karandeep Singh, a resident of Swaddi Kalan, with her and reached the field around 11 am. She went into the field and stopped the tractor. Afterwards, her son-in-law Daljit hit her on the head from the rear with a sharp object. Her daughter Gurmeetpal Kaur grabbed the woman by her hair and Jasdeep Kaur hit her on the neck with a stick, causing her to fall. “While I was lying on the ground, both of them kicked me and my daughters tore the shirt I was wearing. When Karandeep tried to rescue me, they all beat him as well. Now, the police have registered a case against the suspects. I demand from the police that all suspects should be sent behind bars and the police should also ensure my safety from the assailants in future,” the victim said. Investigating officer ASI Daljit Singh said after registering a case against the suspects, further investigation was launched by the police in the matter. in Machhiwara Ludhiana, August 27 In view of the rising water level in the Sutlej and the looming threat of floods in low-lying areas, Assistant Civil Surgeon, Ludhiana, Vivek Kataria, on Wednesday visited the flood-prone Dhulewal village in Machhiwara Sahib to personally review the ground situation and assess preparedness. Dr Kataria also inspected the Dhussi Bandh on the Sutlej, where the situation is critical and instructed health teams to maintain round-the-clock vigilance. He emphasised that special attention must be given to prevent outbreaks of water-borne and vector-borne diseases, which commonly spread during floods due to contaminated water and unhygienic conditions. During the inspection, he reviewed the availability of medicines, deployment of medical staff, stock of life-saving drugs and the emergency referral plan for shifting patients to higher health facilities, if required. He directed that ORS, chlorine tablets, anti-larval agents and fever management kits should remain sufficiently stocked in vulnerable areas. Dr Kataria also told medical teams to conduct active surveillance for cases of diarrhoea, cholera, jaundice, dengue and malaria, and immediately report and respond to any suspected outbreaks. He urged frontline workers to strengthen door-to-door awareness regarding safe drinking water, personal hygiene, mosquito control and timely reporting of symptoms. — TNS Dog-bite victim suffers serious injuries, seeks ~3.6 lakh relief Nikhil Bhardwaj Tribune News Service Ludhiana, August 27 After a man recieved serious wounds on one of his legs after being attacked by a stray dog on Wednesday, he demanded a compensation of Rs 3.60 lakh from the government and lodged a complaint with the Deputy Commissioner and the MC Commissioner. Notably, usually people are not aware about the compensation provision and it is a rare case that a man has applied for the compensation. Additionally, he ordered the fixation of membership fee to regulate access and support the facility’s operations. Notably, the district administration had faced huge criticism after the stadium was locked and players were not allowed to practice. Players on Tuesday also gathered outside the locked stadium and flayed the Deputy Commissioner and MC Commissioner Aadtiya Dachalwal for stopping players from practicing. Man dies as cattle shed roof collapses Ludhiana, August 27 A pall of gloom descended on a village in Mullanpur following the death of 52-year-old Satpal Singh, who was crushed to death when the roof of his cattle shed collapsed on Wednesday. Satpal, known to his neighbours as Kala, was sleeping in the shed, a routine he had followed for years. As the roof collapsed, he got buried beneath the rubble. After the incident, his family and fellow villagers rushed to the scene and cleared the debris but their efforts went in vain as Satpal had already succumbed to his injuries. Officials, including naib tehsildar Karamjit Singh, reached the scene and assured administrative support to the grieving family. — TNS Vehicle driver intentionally crushes dog, video goes viral Ludhiana, August 27 A disturbing case of animal cruelty has come to light in the Ajit Nagar area, where a dog was intentionally run over by a car driver in the middle of the street on Monday. The incident was captured on a CCTV camera. A video of the same was also circulated on social media. According to people present at the scene, the dog was sitting in the street when a car approached and ran directly over it. As the injured dog cried out in pain, instead of stopping, the driver reversed the car and drove over the animal again, causing severe injuries. The dog reportedly suffered a fractured spine and was rushed to the animal hospital. Area resident Ramesh Bangar said the entire incident got captured in a CCTV camera. It looked intentional. In the case of pet dogs, the owner would bear the responsibility of compensating the victim, while in the case of committee for the management and operations of the hall. “Serious concerns and multiple complaints have been received from players, sports enthusiasts and the public regarding the unsatisfactory management, operational deficiencies and alleged mismanagement of the hall. It has been observed that there is no proper maintenance of the facility, thus to provide quality coaching, and function in a transparent and sustainable manner for the benefit of the students and sport, it is mandatory to constitute the interim committee,” the DC said. Meanwhile, local animal welfare activists and residents are demanding strict action against the suspect, calling the act inhumane. — TNS Many pvt schools remain open despite closure orders Ludhiana, August 27 Despite orders given by the Chief Minister to shut all schools in the state, including government, aided and private, due to continuous rains, many private schools in the district were opened. Information about the same was sent to both District Education Officers (DEOs). DEO (Secondary) Dimple Madan said she was getting many calls over the matter and sent her teams to get facts verified. “There were a few schools, where programmes were held. As dates of the events were announced much earlier, we allowed them to conduct but others, who called staff or students, despite the closure orders, will be sent notices to explain reasons for opening the schools,” Madan said. DEO (Elementary) Ravinder Kaur got intimation about private schools being opened, which included Guru Gobind Singh School, Daad, Geetanjali Convent School, Daad, GRD Academy, Shaligram School. The teams were sent to the schools and the institutions were closed. “Any negligence will be dealt with strictly.
