In a complaint, Constable Kashish Kumar said he was on duty with the SHO and a police party from Division No. 7 near BCM Park in Sector 32 on Ludhiana-Chandigarh Road. He said around 10.30 pm, Roger David, coming from the BCM School side on his motor cycle (PB-10GQ-9658), was signalled to stop. But Roger David rammed his motorcycle into him, had heated arguments and caused obstruction in performing government duty. OC FOUR DRUG RUNNERS HELD Ludhiana: The police have nabbed two drug runners, identified as Raj Kumar and his accomplice Kuldeep Sahni, both residents of Roop Nagar, Dhandra, with 500 gm of cannabis (gaanja) from near Sidhwan Canal in BRS Nagar on Sunday. The police said the drug runners were coming on foot and made an attempt to turn back on the sight of the police party. They were stopped on suspicion and their search led to the seizure of contraband. The duo have been booked under Sections 20, 61 and 85 of the NDPS Act. Two more drug traffickers, identified as Hardeep Singh and Sukhdev Singh, residents of Khasi Kalan, were arrested from near Jamalpur Chowk on Sunday on a tip-off. The police intercepted a Toyota Etios car (PB-10DQ-8416), which was coming from the Samrala Chowk side, and the search of the vehicle led to the recovery of 9 gm of heroin and an electronic balance. The car being used for drug running was also impounded. The drug traffickers have been booked under Sections 21, 61 and 85 of the IPC. OC MAN BOOKED FOR RAPE Ludhiana: The police have booked Avneesh Kumar, resident of Maharaj Nahar, under Section 376 of the IPC for allegedly raping a 22-year-old woman residing in Bhai Randhir Singh Nagar here. In a police complaint, the victim said she was in physical relationship with Avneesh Kumar, who had promised to marry her. However, after he seemed reluctant to marry, the two decided to separate and Avneesh Kumar promised to pay her Rs 4 lakh. “On May 5, Avneesh called me to a place in Ghumar Mandi saying he would make a payment of Rs 30,000 to me. But he took me towards JMD Mall and thereafter to a hotel behind the Mall where I was raped,” said the victim. The police are investigating the matter. No arrest has been made so far. The ambitious industrial project, which has been approved under the PM Mitra scheme, will be set up over 1,000 acres of land at Koom Kalan village in the industrial capital of the state as a joint venture between the Centre and Punjab, the officials have said. Sharing details, Directorcum-Secretary, Industries and Commerce, Sibin C told The Tribune that the project will be established over a period of five years up to 2027-28 at the cost of Rs 4,445 crore, which has been approved under the scheme. He said a special purpose vehicle (SPV) with 51 per cent equity from the Punjab Government and 49 per cent from the Central Government will be set up by the state government for implementing the PM Mitra scheme project. The state government will transfer the land at notional price to the SPV. Divulging the support from the Centre for the mega industrial project, Sibin said the Union Government will extend Development Capital Support (DCS) at 30 per cent of the project cost with a maximum of Rs 500 crore for greenfield projects and Rs 200 crore for brownfield projects. “The DCS will be towards creation of core infrastructure, such as roads, power, water and support infrastructure, such as common processing house, CETP workers’ housing, logis, tics facilities and medical facilities,” he disclosed. Under the Competitive Incentive Support (CIS), an outlay of Rs 300 crore has been earmarked for Textile Park, which will be incurred towards giving incentive at the rate of 3 per cent of sales turnover of manufacturing facilities in the park on first-come first-serve basis. “The eligible factory will not be availing incentives in the PLI scheme of the Centre and the incentive will be available till the funds under this head are available with the PM Mitra project,” the Directorcum-Secretary Industries and Commerce revealed. Putting an incentive capping, the government will offer Rs 10-30 crore for investment over Rs 300 crore, Rs 5-15 crore for investment between Rs 100300 crore, and Rs 1-3 crore for investment of less than Rs 100 crore with an employment generation of over 100 employees. The Ministry of Textiles will develop model RFQ, RFP and concession agreement for selection of master developer in parallel with preliminary selection of sites with the assistance of PMA. “After selection of sites, these model documents can be tweaked, if required, in consultation with the state governments, Niti Aayog and Department of Economic Affairs (DEA), and Ministry of Finance as per requirement of specific site,” Sibin informed, while adding that after finalisation of this process, a MD will be selected for the Textile Park site through a transparent process. Ludhiana, May 9 No fresh Covid case and no death due to the disease was reported in the district today. A total of 1,09,888 persons have tested positive for the virus since March 2020, while 2,280 persons from the district have succumbed to the virus till now. The recovery rate of Covid-19 patients was 97.91 per cent today. There were 18 active cases in the district and 17 patients were asked to isolate themselves at their homes by the Health Department. At present one Covid patient is admitted to hospital in Ludhiana. Till date, a total of 35,30,058 samples for Covid test have been taken, of which 34,05,409 were found negative. The Court of Additional Sessions Judge Amrinder Pal Singh made these observations while acquitting the accused in a narcotics case. Directions were issued to the SSP Khanna, to conduct , an inquiry against ASI Darshan Lal, Head Constable Inderjit Singh, Head Constable Lakhwinder Singh, ASI Kimti Lal and also other police officials, who were part of these corrupt practices to implicate the accused in a false case. It has been further directed that if they are found guilty, an FIR be registered against them under relevant provisions of law. The orders were pronounced by the court while acquitting Jagdeep Singh, alias Happy, resident of Takhran village, Machhiwara Sahib, in a narcotics case. Delivering the 42-page judgement, the court held, “From all the evidence adduced by prosecution on record and cross-examination done on behalf of accused and documents produced by accused in his defence, it is apparently clear that alleged recovery has been planted upon the accused. So, from no stretch of imagination it can be inferred that accused was found in conscious possession of 60 gms of intoxicant powder”. The accused had filed a writ petition before the High Court in which the State of Punjab, Punjab DGP, Khanna SSP, Macchiwara police station SHO, ASI Kimti Lal and ASI Darshan Lal were arrayed as respondents, but instead of filing cancellation report, a challan was presented and no inquiry was conducted to know the nexus of such officials like ASI Kimti Lal and ASI Darshan Lal and other officials posted in the police station, who in connivance with other police officials had implicated the accused in the present case. So, the accused is ordered to be acquitted from the charge framed against him, further observed the court. Divulging the details, defence lawyer Parupkar Singh Ghumman said a false case against the accused was registered at the Machhiwara police station on April 12, 2017. As per prosecution, ASI Darshan Lal along with a police party was present at a crossing of Bhattian village. At about 9 pm, a car was seen coming from the Adiyana village side driven by the accused. A signal was given to stop the car but the accused tried to run away from the spot. He was apprehended on suspicion and 60 gram of intoxicating powder was recovered from his pocket. The prosecution examined 10 witnesses to prove its case. Whereas, the accused produced on record the documents showing that following writ petition, the Vigilance Bureau had registered a case against ASI Kimti Lal, which is pending before the Court of Additional Sessions Judge Ajit Atri regarding false implication in narcotics case. “The defence also produced one conversation between ASI Kimti Lal, Jagdeep Singh and Harvinder Singh, which pertains to January 5, 2018. All the persons were conversing with each other like friends, although ASI Kimti Lal was fully aware that he was talking to the accused. At one point of time he admitted the fact that some medicines were recovered and they were not destroyed, neither case was registered. The medicines were crushed to powder and from the conversation it is clear that the crushed powder is planted on various persons to involve them in NDPS cases,” observed the court. c m y b Our Correspondent Ludhiana, May 9 Shahi Imam of Punjab Maulana Mohammed Usman Rehmani said the recent communal clashes at Patiala were a calculated conspiracy of anti-national and separatist forces to disturb peace in Punjab. Addressing a news conference at Jama Masjid here today he maintained that these evil designs of secessionist elements — both local and those sitting in foreign lands — to create disharmony between different communities would not be allowed to succeed. He said the communal violence was an ample proof of desperation on the part of anti-national and separatist forces, who seemed to be fighting a battle solely for their survival. He, however, added that it was most shameful to launch direct communal attacks on members of a particular religion or community. Such type of ‘hooliganism’ would not be allowed in Punjab and the people of Punjab would fight unitedly to foil all such attempts. Husband arrested for domestic violence Our Correspondent Ludhiana, May 9 The police have arrested Gurdev Singh, resident of Bhai Randhir Singh Nagar, and booked him in a case under Sections 323, 342 and 506 of the IPC for domestic violence and keeping his wife captive against her will. Kulbir Kaur, wife of Gurdev Singh, said in a complaint lodged with police that even since her marriage with Gurdev Singh, she was maltreated and frequently beaten up by him. “On May 7, Gurdev Singh again thrashed me, threatened to kill me and locked me up in a room,” said the complainant. In the course of investigation, the police have arrested Gurdev Singh.
