Overloaded school bus challaned Carrying 81 students, driver not in uniform Tribune News Service Jalandhar, July 8 The flagship school bus service scheme of the state government has come under scanner as a bus, plying for Government Senior Secondary School at Nehru Garden, was found violating norms on three grounds. The traffic police issued an on-the-spot challan against the bus the moment it had moved out of the campus after the school got closed. Driver of the bus Rajwinder Singh was found not wearing a uniform which is mandatory for all school bus drivers. Further, the 52-seater bus was found to be ferrying 81 students and was thus clearly overloaded. Even a bigger offence was that the number plate used by the bus was actually found to have been registered for a bike. SI Sukhjinder Singh of Traffic Zone-4 said, “The driver said he was driving for the contractor for the past six months. He feigned ignorance on the number plate issue and uniform and said both aspects were taken care of by the bus owner. I have even called the owner but he could not give any convincing reply. So, we issued a challan.” The police issued a challan of Rs 3,700 but the bus was not impounded. The cops said since the kids were waiting to be dropped back home, we did not want them to get harassed in this hot and sultry weather. The bus scheme for government school students had started with much fanfare by Education Minister Harjot Bains in September last. Blocked sewers, lost water bodies worsen rain blues Aparna Banerji Tribune News Service Jalandhar, July 8 While the ongoing work on a plethora of smart city and other urban development projects are ideally intended to make the lives of commuters and citizens better, a few days of monsoon spell in Jalandhar has proven that the water inundation problem in the smart city is only getting worse with every passing year. One of the underlying causes for the havoc wreaked by rain is the unplanned development in the city, the conversion of many rural lands into urban areas and the resultant closing up of water bodies, rivulets and drains, which once frequented these areas. Due to drainage systems overtaken by development, many areas witnessed unprecedented waterlogging every year, because the water does not have any outlet. Additionally, the non-clean- ing of sewer lines is also attributed to the monsoon chaos in the city. Over 30 areas of Jalandhar which were earlier villages have already been incorporated within the MC limits. Twelve villages such as Sofi Pind, Rehmanpur, Aladinpur, Hallotaali, Alipur, Sansarpur, Dheena, Nangal Karar Khan, Khusropur, Subhana, Khambran and Pholriwal, were included in city limits in 2017. The government’s plans to develop six more villages as Urban Estate Phase 3 — Kukkad Pind, Rehmanpur, Alipur, Nangal Karar Khan, Kotla Kalan and Kotla Khurd — are a further step in this direction. Just a few days of rain has wreaked havoc in the city, with water entering into homes, factories, schools, etc. posing much inconvenience to residents and commuters. The monsoon mess has been aggravated by the factors like lack of c m y b a proper storm water drainage system in the city coupled with the construction site rubble and wastes mixing with the water and garbage and sewage mingling with accumulated rain water on streets. Balraj Thakur, Councillor, Ward number 32, said, “We have been taking up these issues for long. As much as 85 per cent of the 1,100 km sewer line of the city takes water towards the Pholariwal Sewage Treatment Plant and 15 per cent to other areas like Jaitewali and Basti Bawa Khel STPs. Even the heavily built Rama Mandi belt’s sewer line is routed towards the Pholariwal STP This massive burden on . one STP is flawed. Due to lack of cleaning and upkeep of such a huge stretch of pipeline, there is water accumulation issues.” BJP leader Manorajan Kalia said, “The prime reason for the water accumulation mess is the lack of cleaning of sewers by suction machines before monsoon. This is not done by the government and MC officials, which causes inundation in the city. The covering up of existing water bodies and drains is another reason.” MC Commissioner Gautam Jain said, “All low-lying areas are under the MC’s close watch. The lack of storm water drainage system also adds to the waterlogging issues. Plans to lay such system are afoot. Tenders and estimates had also been approved for desilting and cleaning of sewer lines for which suction pumps, jetting machines, etc, had been procured. The tenders were cleared by June end, but until then monsoon had arrived. Three sewer men per ward have also been deputed. A new 75 to 100 MLD STP has also been planned for Jalandhar. These measures will address waterlogging.” Phagwara, July 8 The police have arrested two gangsters for a murder bid and firing. The accused have been identified as Lakhwindar Singh of Nawan Pind Donewal village and Ajay Kumar of Kandola Kalan village under Nurmahal police station. The Shahkot police had received information on early Monday that two criminals on bail were roaming in villages, supplying illicit weapons and drugs to their customers and were looking for a safe place. At 6.15 AM, the police intercepted a motorcycle coming from the Bajwa Kalan village side near Shahkot railway station on which two youths with covered faces were travelling. The police signalled them to stop, but they tried to flee the spot. The police chased them, but the accused opened fire, intending to kill them. The police fired in self-defence, which pierced their legs and they were arrested. Two country-made pistols, .32 bore with five cartridges and 110 intoxicating tablets were recovered from their possession. They were admitted to the Nakodar Civil Hospital. Both are wanted by the police in seven cases of extortion and murder bids.
