Burglars decamped with gold jewellery and cash worth lakhs. The Sarangpur police registered a case on a complaint of Thingnam Rajesh Singh, a resident of Khuda Lahora. He reported that on February 28, thieves stole two gold chains, three gold rings, one pair of earrings and Rs 1 lakh from his house. In the other case, Rakesh Kumar, a resident of EWS Flats, Maloya, reported that on the night of March 1, a gold chain, two pairs of gold earrings, a gold ring and Rs 80,000 were stolen from his residence. TNS FAKE IMMIGRATION AGENT ARRESTED Panchkula: The police have arrested a fake immigration agent from Delhi for duping a Pinjore family of over Rs 6.35 lakh by promising their son a job in the United States. The accused, Pankaj Kumar, originally from Patiala, had been hiding in Delhi. He allegedly lured the victim with a promised a caregiving job abroad with a monthly salary of Rs 3 lakh, and demanded Rs 30 lakh. A case was registered at the Pinjore police station. The police said the accused's wife was also involved in the cheating case and would be arrested soon. TNS Chandigarh, March 3 In a step towards modernising land records, the UT Administration will shortly start a doorto-door survey of land and properties in five villages of Attawa, Burail, Kajheri, Palsora and Sarangpur here under the Naksha project of the Central Government. According to officials, the survey is being conducted under the Naksha (National Geospatial Knowledge-based Land Survey of Urban Habitations) project. Aimed at transforming urban land governance, Sectors 2 to 17 (excluding Sector 13) and Sarangpur, Kajheri, Burail, Attawa, Palsora villages will be covered under the project on a pilot basis in Chandigarh. The project is aimed to creating comprehensive, transparent, fully digitised and GISmapped land records to ensure clarity in ownership and reduce disputes. During the survey, teams will verify ownership documents. The Deputy Commissioner-cum-Nodal Officer for Naksha, Nishant Kumar Yadav, has requested the residents to show the original copies of any one approved property documents for onthe-spot verification. He said the documents would be uploaded digitally and returned immediately. The project has been launched by the Ministry of Rural Development to modernise land governance through advanced geospatial technologies. It builds upon the Digital India Land Records Modernisation Programme (DILRMP) and uses drone surveys, highresolution imagery and geographic information system (GIS) mapping to accurately delineate land parcels and link them with ownership details. Once fully implemented, the project will provide numerous advantages to the residents of Chandigarh. Updated and clean ownership records will help minimise property-related disputes and make buying, selling and leasing of properties faster, safer and fraud-free. The digitised database will also facilitate easier loan approvals, as banks and financial institutions will be able to verify ownership details more efficiently. Besides, the initiative is likely to simplify property transactions, improve access to credit and support e-governance initiatives. The UT Administration has nearly completed the field survey of nearly 7,000 properties, including commercial and residential, in Sectors 2 to 17, excluding Sector 13. About 20 field teams have been deployed for the survey. The UT Administration had already completed the drone and data collection activities across 15 sectors and five villages. TRIBUNE PHOTO: RAVI KUMAR Three arrested for waiter’s murder in Mohali village Mohali, March 3 The police have arrested three suspects for the murder of a native of Chamoli, Uttarakhand, on March 1. The complainant, Deepak Khanna, had reported that he rented out two rooms to Chamoli native Anand Singh and his family. Dyal Singh was living with them in the rented accommodation for the past six months. He used to work as a waiter with a catering firm. Dyal used to consume liquor and abuse Anand’s daughter, and also had ill intentions towards her. Anand’s son, Manish, objected to Dyal’s behaviour and used to have quarrels with him. On the night of March 1, Dyal and Manish picked a fight, after which Manish reportedly called his uncle’s son and a friend, both minor. They reportedly stabbed Dyal to death. Chandigarh, March 3 After over four years, the police have filed a chargesheet against Prof BB Goyal of Panjab University in his wife Seema Goyal’s murder case. The police had registered the case after Seema’s body was found in the official residence of the professor at the PU on the night of Diwali in 2021. Her hands and feet were tied and cloth was stuffed into her mouth. Goyal shifted the body to a hospital before the police arrived at the scene. He told the police that an outsider probably entered the house, killed his wife and fled the scene. The post-mortem revealed Seema died from strangulation. The couple’s daughter had been away at a friend’s house. Seema’s body was found in the official residence of the Professor at PU on night of Diwali in 2021 The police have claimed that Professor Goyal cooked up a story to confuse the police. He claimed he was sleeping on the upper floor of the house on the night of the incident. He came downstairs in the morning and found his wife’s hands and legs were tied, and robbers had escaped from a window after committing the crime. However, during the investigation, the police discovered that the grills of the window were cut from inside and there were no signs of forced entry. Moreover, no valuables were missing from the house. The couple’s daughter said her parents had entered into an argument a day before the incident and both used to pick up fights frequently. Seema’s brother had also claimed that the crime was committed by someone inside the house. He even went to the court seeking early probe in the case. During the four-year investigation, a polygraph test was conducted and Professor Goyal was arrested in December last year. Seema was his second wife. The brain-mapping test of Professor Goyal, the repor of which has been attached with the chargesheet, allegedly revealed patterns that had made him a suspect in the murder case. Over 20 witnesses have been named in the case. Cops appointed from waiting list entitled to same benefits: CAT Ramkrishan Upadhyay Tribune News Service Chandigarh, March 3 The local Bench of the Central Administrative Tribunal has ruled that applicants, who remained on the waiting list and were appointed to vacant posts later under the same recruitment process, cannot be denied the service benefits as given to the candidates appointed through the main selection list. The tribunal has passed the order on an application filed by three constables of Chandigarh Police, through advocate Nitin Sharma. Police constables Anil Kumar, Mandeep and Sabin, in their petition, stated that they were part of the 2009 recruitment process for 150 constables. They were selected under the same process, although their names were on the waiting list rather than the main selection list. Later, when some candidates from the main list did not join, they were appointed against vacant posts under the same recruitment process. They joined on May 4, 2010, while the candidates from the main list had joined on September 11, 2009. The petitioners argued that since they were appointed under the same selection process, they should be considered part of the same batch. They demanded that they be given a deemed date of appointment equal to the last selected candidate in the 2009 recruitment. They stated that not receiving the deemed date affected their seniority and deprived them of promo- tion opportunities. Many employees, who were recruited later or through a different recruitment process, received promotion benefits, while their seniority was kept pending. This also affected their pay fixation, annual increments, pension, gratuity and other service benefits. After hearing the arguments, the tribunal stated that the principle of equality should be applied in his case as well. It said the petitioners should be granted all service benefits equal to other constables in that batch The Tribunal said entire recruitment process was the same. Both the merit list and the waiting list were part of the same recruitment process. The applicants were appointed to the same 150 posts that remained vacant due to some candidates from the main list did not join service. The tribunal said since the posts were from the same advertisement and recruitment was done through the same process, the candidates should not be denied the deemed date of appointment merely because they joined later. The respondents are directed to grant the applicants the deemed date of appointment on a par with the last candidate appointed under the recruitment of 150 constables. Service of the applicants from the deemed date of appointment till actual joining shall be counted on notional basis for the purposes of seniority, eligibility for promotion, pay fixation, pensionary benefits, gratuity and other retirement dues. Tight security in place for Holi celebrations in city Tribune News Service Chandigarh, March 3 Elaborate security and traffic arrangements have been put in place across the city to ensure peaceful Holi celebrations on March 4. Around 1,150 police personnel, including eight gazetted officers, 33 SHOs/Inspectors and a large number of other personnel, will be deployed across markets, sectors, colonies and villages. Special emphasis is being laid on preventing hooliganism, rash driving and incidents of eve-teasing during the celebrations. Nakas will be set up at various locations throughout the city, and all deployments will be in place from 8 am onwards. Particular attention will be given to crowded areas, malls and localities around girls’ hostels and PG accommodations. In addition to security arrangements, comprehensive traffic management plans have also been made. Police Control Room (PCR) teams and patrolling units will remain active in markets and residential areas. Authorities have warned that apart from issuing challans, vehicles involved in serious violations may also be impounded. Special deployment of women police personnel will be ensured in areas where girls’ hostels and PG accommodations are located. The police have reiterated a policy of zero tolerance to crime against women and children, stressing that strict action will be taken against offenders to ensure a safe and secure Holi celebration for all.
