The department had directed officials to hold the ceremonies between October 27 and November 7. However, with the programme already underway, schools are reportedly waiting for the sanctioned amount to make arrangements for the events. Under the plan, infrastructure works completed at 50 government schools across constituencies such as Payal, Raikot, Khanna, Gill, Jagraon, Dakha and Samrala are to be Intelligence Police teams, who conducted a detailed probe based on technical and human intelligence. To identify the suspects, police teams scrutinised CCTV footage from nearly 200 km of backward and forward routes. Through the tireless efforts of police teams and intelligence-based opera- tions, the main suspect has been arrested. During sustained interrogation of the suspect, it has emerged that threats were being issued with the motive of blackmailing the head sewadar of the Gurdwara Sahib and the firing incident was carried out with this intent. Officials said police would make efforts to arrest the other suspects involved in the case at the earliest. They said police teams of Ludhiana (rural) district and Counter Intelligence had successfully traced and arrested the suspects in firing incidents carried out by masked men at Gurdwara Gopalsar Sahib in Gagra village and Gurdwara Manji Sahib in Rajoana Kalan village, near Sudhar, within a short span of time. Preliminary investigation and interrogation revealed that threats had been issued to blackmail Kulwant Singh, the main sevadar of the gurdwara. The firing was carried out in connection with the threats. Now, the questioning of the shooter would led the police to the person who hired the shooters for the firing. Police officials said Raju had a prior criminal history, with cases registered against him under extortion, stolen property, the Arms Act and the NDPS Act in Faridkot, Jalandhar and Ferozepur districts. The meeting, held at the Mayor’s camp office, was convened to discuss a supplementary agenda covering various development works. While Congress councillor and committee member Gaurav Bhatti raised objections to a number of proposals, resolutions were eventually approved by the committee with the support of the four ruling-party members. Bhatti sought greater clarity on a proposal involving Shivani Bhakoo work was taken up. The proposed expenditure of Rs 14.82 lakh on sewer manhole covers also came under scrutiny. The proposal involves the supply of around 700-800 covers in a sub-zone covering four to five wards. Bhatti sought ward-wise records of earlier supplies and details of the actual requirement, pointing out that fewer than 20 new covers had reportedly been installed in Ward 26 during the past two years. A Rs 38-lakh estimate for cement concrete roads was another point of discussion. Bhatti questioned how the contractor had quoted nearly 43 per cent below the estimated cost and sought stricter quality checks on works where bids were substantially below the depart- c m y b ment’s estimate. He also sought an explanation for the sharp increase in the estimated cost of a proposed bridge near Urban Estate, Dugri, along the Sidhwan Canal. The project, earlier estimated at about Rs 79 lakh under the Smart City scheme, has now been pegged at Rs 3.54 crore. He said development was necessary but public money should be spent with proper scrutiny and accountability. Mayor Inderjit Kaur said essential projects were being taken up for the city and decisions were being made after discussion. She said the MC was also against wastage of public money and that works were stopped whenever officials found issues, irrespective of objections from any quarter.
