The suspect had been at large in the case since the day mishap occurred. Notably on the night of April 5, ACP Sandeep, along with his gunman Paramjot Singh, was going to Ludhiana from Chandigarh in a Toyota Fortuner (bearing registration no. PB10GX2800). When they reached Dayalpura, near Samrala, on the Ludhiana-Chandigarh highway, their vehicle had a head-on collision with a Mahindra Scorpio (PB23Y9613) coming from the Khanna side. The ACP a gunman and a driver, , HC Gurpreet Singh, had suffered serious injuries in the accident and the trio was taken to a hospital where doctors declared the ACP and his gunman brought dead while the driver was referred to a hospital in Ludhiana for further treatment. On Sunday after getting a tip-off about his whereabouts, the police conducted a raid and nabbed the suspect, identified as Amarvir Singh ((22), a resident of Ali Chak village, near Lambra, Jalandhar district. During preliminary questioning, Amarvir, who was driving Scorpio vehicle, said he, along with his two friends, was going towards the Samrala side, when they reached Dayalpura, they lost control and his vehicle rammed into Fortuner head-on. One of the occupants of Scorpio had suffered a fracture in the leg while two others suffered minor injuries and the trio had got admitted to some hospital in Jalandhar where they lied to doctors that they suffered injuries after falling off the motor. This is the first time that the Chief Minister came to Ludhiana after the election code of conduct was imposed. Ludhiana, April 28 As the Municipal Corporation has failed to ensure the implementation of the Street Vendors (Protection of Livelihood and Regulation of Street Vending) Act, 2014, so far in the city, vendors have encountered difficulties in conducting their businesses due to the absence of designated vending zones. Furthermore, despite a survey of 21,725 street vendors being conducted over six years ago, the civic body has neglected to provide a safe space for them to sell their goods and earn a livelihood. With the Lok Sabha elections on the horizon, street vendors are advocating for their rights and the establishment of vending zones again. Highlighting fake promises made by politicians to address their concerns in the past, members of the Rehri Phari Federation lamented that no tangible action had been taken. They alleged that successive governments had failed to provide them their rights by establishing vending zones. Vijay Kumar, vice-president of the federation said: “We have been demanding the establishment of vending zones as per the Street Vendors Act for 10 years. Instead of establishing the same, MC’s tehbazari wing only harasses the vendors by lifting their carts or equipment. An audit report, prepared by the Indian Audit & Accounts Department, had earlier revealed wasteful expenditure of Rs 40.15 lakh attributed to the non-development of the street vending zones in the city. Notably, a company had completed the street vendor survey in December 2017 and had surveyed a total of 21,725 street vendors. Whereas in the retail market or at vegetable vends, the prices of vegetables increase by Rs 20-30 per kg. A homemaker, Anjali Malhotra, said there was a huge gap in the prices of wholesale and retail markets. Another reason of traffic jam, especially on Railway Road and Chaura Bazaar area, was the rush of autorickshaws, which resorts to unspecified stoppages. In the past few months, the large number of e-auto-rickshaws in the city, which were usually being driven by inexperienced drivers, has further added to the traffic chaos. In 2020, the then Police Commissioner Rakesh Aggrawal had strictly enforced traffic rules and by serving warnings followed by filing FIRs against shopkeepers and vendors, over 100 roads were made encroachment-free, which resulted in smoothly-flowing traffic on these roads. Many a times, she had warned him to behave in a sensible manner but he did not budge. The victim said on April 25 when she was alone, he touched her body parts. She slapped him and raised the alarm. Later, she called her brother to house. “When my brother came, the suspect threatened to kill us. In the presence of neighbours, he tendered an apology.
