This will be the first public sector institution after two existing private medical colleges — Christian Medical College and Hospital (CMCH) and Dayanand Medical College and Hospital (DMCH) — already functioning here. The new medical college will be established by the Employees’ State Insurance Corporation (ESIC) under the Union Ministry of Labour and Employment with the intake of 50 undergraduate (UG) MBBS seats. Chief Minister Bhagwant Mann has agreed to provide 10-acre land for the new campus to start functioning from the next academic session. MP Sanjeev Arora, who was part of the meeting chaired by the CM recently, said CM Mann has entrusted him with the task to identify the suitable land parcel in consultation with the Municipal Corporation (MC) Commissioner for handing it over to the ESIC for setting up of the new medical college The new medical college will begin operations from the ESIC Model Hospital campus. campus in Ludhiana. “The ESIC had sought for 20acre land but initially, the state government will provide them with a 10-acre site to begin the operations and more land, if required, will be provided at the later stage,” he said. Arora, who is also the member of the Centre’s Standing Committee on Health and Family Welfare, said the land will most likely be identified close to or abutting the ESIC Model Hospital here, in order to facilitate both the medical college and hospital facilities work under a joint campus. The 300-bed ESIC Model Hospital, which provides secondary care facilities to the ESIC beneficiaries and was already a teaching hospital with NBE accredited seats in the Departments of Obstetrics and Gynaecology and Paediatrics, was planning to start teaching facilities in General Surgery also. “The starting of a medical college attached to the hospital, apart from adding to available medical seats, would also enhance the effectiveness of the delivery of medical services to its beneficiaries significantly,” the ruling AAP member in the Upper House of Parliament from Punjab said. As per the notification issued by the ESIC, the existing ESIC Model Hospital will be attached to a 50-seat intake medical college. The new campus will have staff accommodation and student hostels as per NMC norms. Arora divulged that the new medical college will be governed by the ESIC under Ministry of Labour and Employment, for all its activities and will be headed by a Dean. As per the plan, the plant, machinery and equipment, furniture and fixtures will be installed according to the construction schedule of the new medical college and hospital. The plan requires 1,722square meter land for getting the letter of permission for setting up the academic block for first year MBBS students. “Till the construction of new campus, the whole fourth floor in the existing hospital has been earmarked for conversion to academic block for first year,” the parliamentarian divulged, while sharing that the fourth floor spread over 1,048-square meters will accommodate five labs and museum for first year MBBS students, along with the dissection hall and a lecture theatre. The existing library on the third floor will be expanded and will house various sections of the reading room while the whole building near the exit gate of the hospital, having two floors over 1,100-square meters, will house the various faculty rooms and reading room also. “An old building over 573square meters is planned for demolition and a five-floor infrastructure will house further expansion/ area of the academic block,” he detailed. The existing laboratory will house the faculty cabins for the biochemistry department while the existing administrative area has been earmarked for administration. The conference hall in the hospital will be used as a teaching room unit. “Against a requirement of 1,300 sq meters for first year MBBS course, the existing plan will make available 2,400 sq meters,” Arora revealed, while adding that an area planned for demolition will provide 3,955-square meters up to the fifth floor. Structures, objectives ■ The ESIC Medical College, Ludhiana, will have dynamic and strong campus research centres. ■ It will generate knowledge in medical sciences and allied fields by fostering and promoting medical research. ■ It will also add established centres for research and for conducting integrated postgraduate courses at a later stage. by cyber criminals Tribune News Service Ludhiana, November 5 In yet another case of cyber fraud, an ex-serviceman was duped of Rs 45 lakh on the pretext of approving personal loan and installing mobile tower on his house. Complainant Hardev Singh, a resident of Bassian village, said he got retired from the Army in 1989. On July 21, 2024 when he was present in the house, he received a call. The caller offered me a personal loan. Believing the caller to be genuine, I sent photocopies of my Aadhaar Card, PAN card and passbook of my bank account via WhatsApp. Then they sent me a scanner and told me to send Rs 2,250 processing fee, then they again asked me to send Rs 6,450 which I sent. I have five accounts of my own, from which I kept transferring money to them, as they gave me the illusion of giving me a loan. About Rs 18 lakh, I transferred to the accused on different dates and later accused switched off their phones,” alleged the complainant. On August 4, he received a call from some unknown mobile number and as he picked up the call, a girl started talking. Alleged caller said she was from Ansh Tower, Rohini, Delhi, and offered to install a mobile tower on his house. As he was interested in getting the mobile tower installed on his house, he sent his bank account details, passbook, Aadhaar Card, PAN card and photo of the spot where the tower was to be installed. The complainant further revealed that later in connection with the tower installation process, he got another call and the caller interacted in Punjabi language. Alleged caller asked to deposit the license fee for starting the process. He transferred Rs 27 lakh in the account numbers provided by the suspect. The cmplainant alleged that accused cheated him of Rs 45 lakh. After he lodged a police complaint, the cyber cell police Ludhiana rural police registered a case against the unknown person and started the investigation. Tribune News Service Ludhiana, November 5 A loaded truck met with an accident on the elevated road near Jagraon bridge on Tuesday early morning. The truck driver and his associate escaped unhurt, however, the truck was badly damaged in the mishap as it rammed into the divider. Mohd Alam, a truck driver, said they were heading to Jalandhar from Ludhiana to deliver goods. The driver of the car in front of the truck suddenly applied brakes. In order to avoid the mishap, the truck driver had to apply emergency brakes thus losing control over the truck and rammed the vehicle into the divider. Heavy sheets loaded in the truck fell on the road. After the mishap, heavy traffic jam was witnessed on the elevated road. Later in the morning, traffic police were able to clear the traffic. The truck was taken to some other place with the help of crane. Raikot, November 5 The Raikot Sadar Police have booked at least five miscreants under Sections 125, 333, 296, 351 (2), 324 (6), 191 (3) and 190 of the BNS besides Sections 25/54/59 of the Arms Act for allegedly causing danger to human life, trespassing, criminal intimidation, rioting and assaulting with intent to cause death during a daylight assault at a house situated at Kalsian village on Raikot Malerkotla road on Monday afternoon. Though no one was reported injured in the incident, a car belonging to the complainant was damaged by the miscreants carrying swords, a pistol and rods fitted with wheels. Zonal Commissioners, Superintendents, CSIs, SIs etc have been directed to monitor the situation on a daily basis and he would also be conducting surprise inspections to take stock of the situation. at Civil Hospital under VB scanner Manav Mander Tribune News Service Ludhiana, November 5 Irregularities in the Ayushman Bharat Pardhan Mantri Jan Arogya Yojana (ABPMJAY) has rocked the Health Department. Some doctors and staff are on the radar of the Vigilance Bureau (VB) and an investigation into the matter was on. The last Civil Surgeon, Dr Jasbir Singh Aulakh had also taken the Ortho Department of the Civil Hospital to the task after abnormalities were found in the implementation of the Ayushman Bharat Scheme. Now, irregularities have been found in the knee replacement surgeries done at Civil Hospital under Ayushman Bharat Scheme. The VB has asked the hospital to submit the details of the surgeries conducted under the scheme to the investigate into the alleged irregularities. The probe has been ordered after a complaint was submitted that doctors at the hospital were charging for the surgeries being done under the ABPMJAY. The complaint submitted to the bureau alleged that inflated bills were being sent to the government for reimbursement. The hospital staff and doctors are tight-lipped about the investigation being done and nobody wants to share anything about it with the fear of getting involved in the case. A senior police official said the investigation is on and hospital has submitted the required details and they can comment only after thorough study of the data submitted to them is done. The bureau has also got a copy of the details regarding ABPMJAY. Senior Medical Officer Dr Harpreet Singh said they have submitted the details sought by the vigilance bureau and said that it is not only in Ludhiana but the investigation is being done in the entire state.
