The verdict was passed by the Division Bench comprising Justice Vivek Singh Thakur and Justice Bipin Chander Negi. It also directed that all facilities and privileges of these CPSs be withdrawn with immediate effect. The court declared the Himachal Pradesh Parliamentary Secretaries (Appointment, Salaries, Allowances, Powers, Privileges and Amenities) Act, 2006, as void, saying enacting the same was beyond the legislative competence of the state legislature. The purchase happened despite the HMSCL itself too blacklisting Nestor for three years in September 2018 for concealing information regarding the GMSCL, it said.
