Devesh Kumar, Principal Secretary of the state Urban Development Department, said that inheriting six-fold liabilities totalling Rs 30 crore, while barely earning Rs 5 crore in revenue from the six towns, would be unsustainable without receiving a grant-in-aid from the Centre.
