Though Ludhiana is among smart cities, the ground reality presents another picture. The stretch has become an eyesore for every passer-by. Frequent rains have turned the garbage into a mess raising a stink. Passing from the road has become impossible due to the foul smell emanating from the trash. Near the road many government offices are located but nobody is bothered about the condition of the place. The Zila Parishad department, Water Supply department, post office and Vigilance Bureau offices are among other establishments located on the road adjacent to the stretch. FIR filed against three for hate speech, social media accounts may face closure Nikhil Bhardwaj Tribune News Service Ludhiana, July 13 Five days after Commissioner of Police (CP) Kuldeep Singh Chahal reiterated that hurting religious sentiments would not be tolerated any more and any comment or speech against any religion or community would invite a penal action, the Ludhiana police on Saturday registered three such cases. Two against Hindu activists and one against a Sikh activist. Confirming the development to The Tribune here today, Chahal said: “There will be zero tolerance against hate speech. Any person, irrespective of the religion or community one belongs to, face action as per the law if he indulge in such offence. Strict instructions had already been issued to SHOs of all police stations in this regard.” Today in the Police Commissionerate, Ludhiana, three such FIRs under relevant sections have been registered against the suspects and further investigation was launched, he added. As per information, the first FIR was registered at the cyber police Kuldeep Singh station Chahal, CP under various sections of the BNS. It was registered on the statement of constable Loverpreet Singh regarding objectionable content uploaded from Facebook account of Gavin Gill against the Hindu community. Another FIR was registered at the Tibba police station against Sumit Josuja Arora, a resident of Sat Kartar Nagar, Ludhiana, who had posted hateful religious posts on Facebook. The third FIR was also registered at the Tibba police station against Neeraj, a resident of near gurdwara, Tibba, who had posted a hateful religious post on Facebook. Top cop Kuldeep Chahal said since hate speech sometimes leads to serious consequences, assault and communal disharmony among residents, persons loading any such posts on their social media accounts may face closure of the same. Besides, they would also face legal action as per the Bharatiya Nyaya Sanhita (BNS). Cyber cell of the Ludhiana police is already keeping a tab over such social media accounts and if needed, the police would write to the authorities concerned for deactivation of such accounts. ‘Tiger Zinda Hai’ posters create row As Shiv Sena leader Sandeep Thapar, alias Gora, was discharged from the DMCH on Saturday, posters displaying ‘ Tiger Zinda Hai’ (Tiger is alive) pasted in the city created a row. The suspect has been identified as Pinder Singh Sodhi, a resident of Mahilpur Haweli, Hoshiarpur. The complainant, Gurminder Singh, a resident of Pharwahi, Barnala, said in March this year, he had lodged a police complaint that the suspect claiming his good relations with senior functionaries of the Punjab Government assured them direct recruitment in the Punjab Police as constable. “Since me, Major Singh and Joginder Singh were looking for a government job, we gave Rs 21.50 lakh to the suspect for our recruitment in the Punjab Police. After receiving the money, he failed to provide us job. When we asked the suspect to at least return the money, he refused. Afterwards, we lodged a police complaint in March and after over four-month probe, the police registered a case against the suspect,” the complainant said. Investigating officer assistant sub-inspector Baldev Singh said after registering a case, further investigation in the case was launched by the police and the suspect would be nabbed soon. It is not an isolated case, earlier also, such fraud cases have come to the fore. Fraudsters on the pretext of providing jobs in the Punjab Police had duped aspirants of lakhs of rupees. The police have also been issuing advisory for the people that there is no system of direct recruitment system in the Police Department and whenever there is a recruitment, the entire process would be transparent and the department will be publicising the recruitment programme through newspaper or other media. In June this year, the Vigilance Bureau busted a fake recruitment racket of providing jobs in the Punjab Police and two police employees were also arrested. Ludhiana, July 13 A teenage girl died by suicide by hanging herself from a ceiling fan at her residence in Himmat Singh Nagar on Pakhowal Road. A few days ago, the girl had gone missing and was traced by the police on Friday morning. On Friday evening, while playing with her siblings she had arguments with the latter. Following which she took the extreme step. The matter came to light when the deceased’s father returned home from work. He was shocked to see her daughter hanging from the ceiling fan. She was brought down and taken to the nearest hospital but doctors referred him to the Civil Hospital where she was declared brought dead. The girl’s father told mediapersons that his daughter wanted to marry her female friend and he was not agreeing to it, fearing social boycott of the family. Three days ago, she had also gone missing from home with her female friend. On Friday morning, she was found sitting in a park by the police. Late on Friday evening, she had arguments with her three siblings over some issue. Afterwards, she locked herself in the room and took the extreme step. The deceased’s father said he had four children, three girls and one boy. The daughter who died by suicide was the second child. Dugri SHO inspector Gurpreet Singh said the victim was a school-going student. This and much more is coming up under the “Wakeup Ludhiana for a liveable tomorrow” initiative aimed at transforming the industrial and financial capital of Punjab into a green, sustainable, and climate-resilient city. The development assumes significance as Ludhiana is among the country’s 20 most polluted cities. It had figured among 20 most polluted cities in the country in a latest study. Brainchild of Deputy Commissioner Sakshi Sawhney, this ambitious and holistic initiative has already got wings with the plantation of a record 1.87 lakh saplings during a daylong plantation drive launched by Chief Secretary Anurag Verma here on Friday. Sakshi said the green committee being set up would identify areas for greening, ensure fulfilment of planting targets and plan future green cover expansion. It will engage students and faculty members of the colleges/universities and hold regular meetings to implement plans for increasing green cover and other projects related to environmental sustainability. “The administration would also launch a green internship programme for students to actively participate in the green initiatives,” she announced. The DC said the departments of Agriculture and Forests would be roped in to promote urban forestry and sustainable agricultural practices. A tree planting scheme would work to ensure “3 trees per tubewell” with separate tracking and monitoring. She divulged that it would also promote green canopy cover in urban roadsides to cut urban heat islands. The administration would also implement the “Guru Nanak Bagichi” urban forestry scheme to ensure community participation. c m y b Under this, the departments would coordinate with each other to identify suitable areas within the district for setting up micro urban forests and increase green canopy cover. The construction departments such as PWD, NHAI, GLADA, and Improvement Trust would integrate greenery into infrastructure projects. “To develop green corridors, we would ensure that all roads, bridges, and roadsides have mandatory green cover through vertical greenery corridors,” Sakshi said while stating that vacant spaces would be identified and developed miniature parks and vertical parks along roadsides. Seeking community participation, the administration has announced to support self-help groups (SHGs) producing green products and coordinate green initiatives. “We would identify and market SHGs producing green products and coordinate with other departments for implementing the Guru Nanak Bagichi scheme,” she said. Roping in industries for a sustainable future, the programme would encourage industries to adopt green practices and support the initiative. Under this plan, the industries would conduct selfaudits on their environmental practices and receive recognition from the district administration. “Citizens would be exhorted to plant at least three trees in their vicinity or adopt vertical gardening,” the DCcum-MC Chief said while announcing that a tree ATM would be operated with the help of local NGOs from where people would be able to order trees free of cost. Religious institutions would also be engaged in the initiative by introducing saplings as “boota prasads” to devotees, encouraging tree plantation as a community practice. For the purpose, religious leaders would be facilitated with the distribution of saplings and promoting environmental stewardship. Monitoring and evaluation Green dashboard, an online platform, would track and dis- play the progress of all green initiatives, accessible to the public for transparency. Number of trees planted, solar energy generated, water harvesting systems installed, transition to e-offices and green cover area would be updated regularly. Review mechanisms Monthly review meetings would be held with the green city task force and quarterly progress reports would be shared with stakeholders and the public. A comprehensive annual assessment would be undertaken to evaluate the impact of initiatives and make necessary adjustments. Partnerships and funding NGOs and educational institutions would collaborate for technical support and volunteer mobilisation. CSR programmes would be engaged for funding and expertise in implementing green technologies. Funding through government grants and community-based crowdfunding campaigns would also be worked upon. ent condition. Man booked for sexually exploiting 15-year-old girl Ludhiana, July 13 The Jagraon city police yesterday registered a case against a man who sexually exploited a 15-year-old girl. He has been identified as Amrik Singh of Jagraon. The complainant, the victim’s mother, told the police that her daughter studies in Class V. She used to go to a gurdwara every day but for the past few days, she was not going there. On being asked about the reason for the same, she said a man staying near the gurdwara had been sexually exploiting her. He would stop the victim on the way. After taking her home, he would undress her and touch her private parts. She said later, the girl daughter also identified the suspect and his residence. Afterwards, they lodged a complaint following which, a case was registered against him. SI Kirandeep Kaur said a case under various sections of the BNS and POCSO Act had been registered. — TNS
