According to police officials, FIRs have been registered at the PAU police station against Kalu Lala, Chaju Ram, Vicky, Mela Ram, Gursevak Singh and Jagdev Singh under Section 279 of the Bharatiya Nyaya Sanhita (BNS) and Sections 70(3), 70(5) and 70(12) of the Northern India Canal and Drainage Act, 1873. Cases have also been registered at Division No. 7 police station against dairy units Paras Dairy, Rakesh Dairy, Ram Milan Dairy, Pal Dairy and Krishan Lal Dairy under the same provisions. As per the complaints submitted by the MC, the suspects who were booked at the PAU police station were found responsible for blocking sewer lines by releasing cow dung and dairy waste directly into A street filled with dairy waste at the dairy complex on Tajpur Road in Ludhiana. In the second incident, the MC highlighted that several dairy units in the Tajpur Road dairy complex were continuously flouting the environmental norms by discharging untreated waste into drains and nearby water channels. The letter also pointed out that despite repeated warnings and notices, the dairy operators failed to adopt proper waste disposal mechanisms, resulting in unhygienic conditions and pollution. Officials said the violations not only disrupted the drainage system but also posed serious health and environmental risks. The MC had recommended strict legal action, following which the police registered the cases. Deputy Commissioner of Police Jaskiran Singh Teja said: “I was present during a meeting conducted by Chief Minister Bhagwant Singh Mann here on Saturday under the Buddha Nullah rejuvenation project and we were directed to take strict action. The massive fire, which erupted due to a explosion, could not be extinguished by eight teams, which were working tirelessly to control the same till the filing of the report. One person and a child were injured in the attack. The suspects came on a motorcycle, committed the crime and fled the scene. The attack seems to have been caused due to a rivalry between a relative of the groom and the suspects . Complainant Shankar Sisodia said his younger brother was getting married and the wedding procession was going to Patiala. Before the procession left, the family was praying outside the Shani temple when some miscreants came and attacked them. According to Shankar, a youth, Manish, and his associates carried out the attack. His uncle, Raju, was injured in the attack and received five stitches. A child was also injured. Though a complaint was lodged, due to wedding, the family hurriedly got the injured examined and left for Patiala. The complainant said if action was not taken by 6 pm on Sunday, they would protest. — TNS HC seeks reply from state fordeclining nod to prosecute 2 cops in custodial death case Tribune News Service Ludhiana, April 25 In the custodial death of Ramandeep Kaur at the Dugri police station in Ludhiana, the Punjab and Haryana High Court has sought a reply from the state government over declining sanction to prosecute two PPS officials in the case. The petitioner had filed a petition for setting aside/quashing the Punjab Government order for declining prosecution to SP , Counter Intelligence, Ludhiana, Rupinder Bhatti, and retired SP Kuldeep sharma. Notably, the CBI court had recently summoned two Punjab Police officials to face trial in the alleged custodial death of a Ludhiana woman at a police station in 2017, despite the fact that the state government had refused to grant prosecution sanction against the two senior offi- cials, named as accused in the CBI charge sheet. On August 3, 2017, the petitioner, Mukul Garg, and his fiancé, namely Ramandeep Kaur, were illegally detained at a police station in Ludhiana. Ramandeep Kaur died under mysterious circumstances. After judicial inquiry confirmed custodial death, the petitioner had filed a plea in the High Court seeking fair investigation. Court on March 18, 2019, ordered to constitute a Special Investigating Team (SIT). The SIT then registered an FIR on June 13, 2019, under Section 304 of the IPC. The SIT conducted an investigation wherein it did not find the senior officials guilty. The petitioner filed another petition in court seeking transfer of investigation to the CBI. A dispute over shutting down the DJ system led to some youths breaking the operator’s equipment and assaulting him. A heated argument ensued between the two parties. At present, the police are also examining the video footage of the scene to find out the reason behind the fight. The complainant, Jagdeep Singh, a resident of Jagraon, told the police in his statement that on April 21, he had arranged a DJ at a wedding in Dr Ambedkar Bhawan on Bhattian Road. At night, the building’s management committee asked to shut down the DJ system, but with everyone’s consent, it continued playing till around 11:30 pm as the newly wed couple had to dance. Afterwards, as he was about to leave after keeping the equipment in his car, some drunk youths damaged the items and also assaulted him. The police said based on the complaint, the suspects were identified as Lucky, Mani, Deepak, Ganju, Billa, Deepu and Sarwan, residents of Bathinda and Ludhiana, while a few others were unidentified. Meanwhile, the police said raids were underway to arrest the suspects. — TNS Act against commercial use of tractor-trailers: Rights panel to CP A tractor-trailer being used for commercial purpose in Ludhiana. INDERJEET VERMA Nikhil Bhardwaj Tribune News Service Ludhiana, April 25 The Punjab State Human Rights Commission (PSHRC) has directed the Commissioner of Police (CP), Ludhiana, to take action against the use of tractor-trailers for commercial purposes. The development came after Ludhiana-based RTI activist Rohit Sabharwal filed a complaint before the commission. The activist in his complaint requested to stop the use of trailers being illegally used with tractors for commercial purposes such as carrying building materials, iron bars and construction waste and for other purpos- es in the city, due to which accidents are taking place. Such tractor-trailers are a threat to lives of commuters. Illegal use of the same is dangerous as these are often overloaded and driven negligently on busy roads. As a result, numerous accidents are occurring, leading to serious injuries and in many cases, loss of lives. He alleged that the Ludhiana traffic police issue challans against tractor-trailers violating the norms but it was not sufficient as several number of such vehicles could be seen plying for commercial purposes on roads in the city. Persons driving such vehicles were not experienced enough and moreover, they did not have proper documents such as driving licence, insurance, pollution certificate, registration certificate, etc. The complainant has prayed to take strict action and completely stop the usage of such vehicles. The commission’s order copy, which is with The Tribune, states that prima facie, allegations of illegal use of tractor-trailers for commercial purposes appear to be a clear-cut violation of human rights of the people. In view of the same, let the matter be put up before the CP to look into it at his own level and take appropriate measures in accordance with the law.
