INBRIEF TWO NABBED FOR YOUTH’S MURDER Phagwara: The Shahkot police have arrested two migrants on the charges of the murder of a migrant youth and criminal conspiracy. Shahkot SHO Aman Saini said the accused had been identified as Rajesh Ram and Sinod Ram, residents of Madhepur district, Bihar. The police received a Zero FIR and post-mortem report from the Bihar Police by post and an approval letter in this connection. Rajesh Ram of Purnia district had complained to the police that the accused murdered his 19-year-old son Roshan Kumar at Meinwal Arayin village, where they had come to work. OC MAN ARRESTED WITH POPPY BUDS Phagwara: The Lohian Khas police have arrested a man on the charge of selling poppy buds. As much as 900 gram of poppy buds were recovered from the possession of the accused Satpal Singh of Jamsher village. A case under Sections 15/61/85 of the NDPS Act has been registered against the accused. OC MAN HELD FOR SELLING LIQUOR Phagwara: The Shahkot police have arrested a villager on the charge of selling illicit countrymade liquor. OC MOTHER-SON DUO HELD FOR ASSAULT Phagwara: The Nakodar police have arrested a mother-son duo on the charge of assaulting a woman. The accused have been identified as Sarabjit Kaur of Malrri village and her son Gurpreet. Sandeep Kaur, a resident of the same village, had complained to the police that the accused waylaid and attacked her on May 14 and injured and threatened her with dire consequences. oc SEXUAL ASSAULT: YOUTH BOOKED Phagwara: The Goraya police have booked a youth on the charge of sexually assaulting a 28-year-old woman on the false promise of marriage. The woman alleged that she had developed a friendship with the accused. She claimed that in December 2025, he took her to an area near Chaheru in Phagwara, where he allegedly established physical relations with her after assuring her that he would marry her. The accused have been identified as Ram Chandar Yadav of Salema village and Nikka of Akbarpur Khurd village. oc Pack of stray dogs kills 4-yr-old girl in Hoshiarpur Man murdered in Adampur, main accused arrested Sanjiv bakshi Tribune News Service Hoshiarpur, July 6 A four-year-old girl was mauled to death by a pack of stray dogs on the OharpurBasi Jalal link road on Sunday evening, triggering concern over the growing stray dog menace in the area. The victim, Gungun, was the daughter of migrant labourers Ram Jeevan and Preeti, residents of Dhyanpur village in Uttar Pradesh’s Lakhimpur Kheri district. The couple had come to Basi Jalal village for seasonal paddy transplantation work. According to information, the child’s parents were transplanting paddy in a nearby field and had left her resting under a tree near a tubewell, around 100 metres from the worksite. Around 7 pm, a pack of stray dogs allegedly attacked the child and dragged her some distance away. Hearing her screams, her parents and other family members rushed to the spot and found her critically injured. Gungun was initially taken Jalandhar, July 6 The Jalandhar Rural Police on Monday arrested the main accused in a murder case reported earlier in the day and recovered the pistol allegedly used in the crime. The victim, identified as Davinder Singh, alias Baja (26), a resident of Daroli Kalan village in Adampur, was shot dead on Monday. The police said the accused, Manpreet Singh, alias Gangu, of the same village was arrested shortly after the incident. The police also recovered the pistol allegedly used in the murder. Davinder, a criminal, was shot dead at the residence of Manpreet Singh. The other aides of the accused are absconding. A Glock 9mm pistol was used in the crime. The police said personal enmity was the cause of the crime. Teachers hail HC decision on principal promotions Tribune News Service 70% POSTS VACANT Jalandhar, July 6 The Democratic Teachers’ Front (DTF) on Monday hailed the Punjab and Haryana High Court’s decision to lift the stay on the promotion of government school principals, saying the order has removed a major hurdle in the long pending promotion process. The teachers’ union said it had been pursuing the issue since long and expressed hope that the state Education Department would now expedite promotions not only of principals, but also of other teaching cadres. DTF state president Digvijaypal Sharma and state secretary Resham Singh Khemuana said promotion to the post of principal had remained stalled for several years. They said the government had revised the recruitment policy from 50:50 to 75:25, under which 75 per cent of The union urged the Education Department to issue promotion orders without delay. It claimed that nearly 65 to 70 per cent of principal posts in Punjab’s secondary schools are lying vacant, leaving many schools without regular heads, affecting their day-to-day administration. principal posts said to be filled through promotions and the remaining 25 per cent through direct recruitment. The union credited its sustained campaign and legal efforts for the latest development and thanked its members who represented the matter in court. It said the focus should now be on ensuring that the court order is implemented at the earliest so that schools receive regular principals and the long-pending promotion process across different cadres can move forward. Woman found murdered at rented house Phagwara, July 6 A 42-year-old woman was allegedly found murdered at her rented house in Chak Hakim village in Phagwara on Sunday late evening. The deceased has been identified as Kulwinder Kaur (42). A police team rushed to the spot and initiated an investigation. The body was taken into custody and sent for the post-mortem examination. The preliminary investigation revealed that Kulwinder Kaur had married Davinder Singh Bajwa about four years ago. The couple allegedly had altercations frequently. Investigators suspect that Davinder was involved in the murder and that the victim sustained fatal head injuries inflicted with a blunt object. The police said the couple had been living in a rented house in Chak Hakim. Kulwinder Kaur was employed at a local factory, while her husband worked as a mason. Daroli was cordoned off and all entry and exit points were sealed. Preliminary investigation revealed that five persons were present inside the house of Manpreet at the time of the incident. Iit was further revealed that 10–12 rounds were fired using a Glock 9mm pistol. The weapon used in the crime has been recovered by the police. Manpreet has been apprehended while other accused Harman, Varun, and Akash have been identified. Efforts are underway to apprehend the remaining accused, police said. The SSP said the deceased was a hardcore criminal who had been released on bail. Three criminal cases were registered against him. DC orders on-campus boarding for school buses Kapurthala, July 6 Kapurthala DC Akash Bansal on Monday directed all private schools in the district to ensure that students board and alight from school buses only within their campuses. Buses to be parked inside schools’ campuses He also instructed schools not to park buses on roadsides, warning that such practices increase the risk of road accidents and cause traffic congestion. The DC said the district administration had received reports that some schools were allowing students to board and disembark outside school premises while buses remained parked along public roads. Besides posing a serious safety risk to students, the practice also leads to traffic jams and inconvenience to the public. He said these directions should be treated as a matter of utmost urgency and warned that no negligence or laxity in their implementation would be tolerated. — OC Residents oppose move to hand over BBMB school to pvt mgmt Our Correspondent Talwara, July 6 The BBMB DAV School Bachao Joint Action Committee, Talwara, has opposed any move to hand over BBMB DAV Public School, Talwara, to a private institution or private management. The committee has warned of an agitation, if such a decision is taken. A meeting of the committee was held under the leadership of convener Rohit Dadwal and member Avtar Krishna, while Prof Harsh Mehta conducted the proceedings. Addressing a meeting, Rohit Dadwal and Avtar Krishna said the school has been receiving financial support from the Bhakra Beas Management Board (BBMB) for the past 50 years and this arrangement should continue. They said any attempt to withdraw financial assistance or change the school’s management will not be accept- Joint action committee warns of agitation in Talwara ed by the people of the region. Committee members questioned why the BBMB was reportedly considering ending support for the Talwara school when BBMB DAV Public School, Nangal, and BBMB DAV Public School, Sundernagar, continue to receive financial assistance. They termed the reported move discriminatory and said it had created resentment among people in the Kandi region. The committee said the school was established on the land provided by local residents during the construction of the Bhakra project. It was set up to provide quality education to the children of BBMB employees as well as students from economically weaker families in the sur- rounding rural areas. The members maintained that handing over the school to a private organisation would go against the institution’s original purpose and public interest. The committee appealed to BBMB Chairman Manoj Tripathi and BBMB Pong Dam Chief Engineer Rakesh Gupta to continue financial support and maintain the existing management of the school. Warning of a wider protest, the committee said if any unilateral decision is taken, parents, local residents, employees and various social and political organisations will launch a peaceful democratic movement. Six more flat allottees win refund battle against Improvement Trust Tribune News Service Jalandhar, July 6 Already facing mounting refund liabilities in its longpending housing projects, the Jalandhar Improvement Trust (JIT) has suffered another setback with the District Consumer Commission, Jalandhar, directing it to refund deposits to six more allottees of its Indira Puram (Master Gurbanta Singh Enclave) and Bibi Bhani Complex housing schemes. The six allottees had collectively deposited nearly Rs 31 lakh for flats in these projects. The commission has also ordered the payment of 9 per cent annual interest from the respective dates of deposit, along with compen- sation and litigation costs. With interest and statutory payments included, the total liability in these six cases is estimated to rise close to Rs 1 crore. According to the commission’s orders, the Indira Puram scheme (launched in 2006) and the Bibi Bhani Complex scheme (launched in 2009) were meant to provide affordable residential flats but remained incomplete for years despite buyers paying the full cost. The complainants alleged that they were handed only paper or symbolic possession while essential civic amenities such as electricity, water supply, sewerage systems, proper roads and drainage facilities were either missing A view of the Jalandhar Improvement Trust office. or delayed for long periods, making the flats unfit for habitation. c m y b The complainants include four allottees from the Indira Puram scheme and two from the Bibi Bhani Complex. In Indira Puram, Veena deposited around Rs 4.37 lakh after being allotted a flat in 2006; Surinder Bhandari Rs 3.93 lakh for a flat booked in 2008; Parmod Kumar, a 60-year-old citizen from Hoshiarpur, deposited around Rs 4.29 lakh in 2006 and Rohit Malhotra of Jalandhar paid about Rs 5.17 lakh for his flat. In Bibi Bhani Complex, Sarabjeet Kaur deposited Rs 5.87 lakh in 2010, while Naranjan Singh paid Rs 6.14 lakh. The JIT, in its defence, argued that the possession had already been handed over and that the complaints were filed the case after considerable delay. However, the District Consumer Commission rejected these arguments, holding that the Trust failed to pro- duce mandatory Completion Certificates or Occupancy Certificates under the Punjab Apartment and Property Regulation Act (PAPRA). It observed that without proof of completed infrastructure and civic amenities, possession could not be treated as valid or lawful. Holding the JIT guilty of deficiency in service, the commission directed refund of the entire deposited amounts with 9 per cent annual interest from the dates of deposit until realisation, along with Rs 30,000 compensation and Rs 10,000 litigation costs in most cases. It also ordered compliance within 45 days, failing which an additional 3 per cent interest would apply.
